The MoD is one of the biggest and most complex organisations in Europe. Ensuring that it operates at maximum efficiency is a huge logistical task. Over the years, a multitude of IT systems have been implemented and developed. The Defence Information Infrastructure project will combine these disparate architectures into one information infrastructure.
Overview
DII is a key enabler for many of the modernisation initiatives that make up the Defence Change Programme. The DII single information infrastructure will eventually provide IT services for about 300,000 users on around 150,000 terminals across approximately 2,000 MoD sites worldwide. It will mean that people have an IT infrastructure (the terminals, networks and applications) that supports collaborative working, provides faster and more secure communications and enables teams to store and retrieve information at anytime, anywhere.
ATLAS was awarded the contract for increment 1 of DII(F) in March 2005, enabling the Defence Information Infrastructure (DII) Integrated Project Team (IPT) and the ATLAS Consortium to join forces to provide a fully networked and managed service to initially around 70,000 desktops across the world. Increment 2a was awarded in December 2006 and incorporates nearly 44,000 additional User Access Devices (UADs) and 58,000 User Accounts.
Defence Information Infrastructure
The DII(F) project will replace numerous individual information systems throughout the MoD with a single, more efficient information infrastructure. It will also allow many of the defence efficiency measures under the Defence Change Programme to be implemented. These include network-enabled capability (NEC) - the ability to improve the capability of the armed forces through a single network of information announced in the recent Defence White Paper.
DII(F) will provide end to end connectivity into the operational arena by interfacing with battlespace systems enabling significantly improved sharing of information between Headquarters, the front line and its battlefield support. Most importantly DII(F) will enable the much needed 'collaborative working' and greater interoperability between MoD and its coalition partners, allowing more effective operational support than is currently available.
Consortium
ATLAS is a consortium of five major companies, each a clear leader in its field, with broad experience of working in long-term partnerships with the MoD and other Government Departments to deliver, highly complex programmes, such as DTI, AFPAA and HMC&E.
All members have mature, dedicated Defence business units and unique, direct involvement in many of the existing business and battlespace systems that will be affected by DII(F).
EDS - prime contractor for ATLAS; market leading information services provider with a proven track capability in design build roll out and support of large-scale, complex IT projects. Provider of key MoD systems including AFPAA, JOCS and RNCSS as well as the US NMCI programme.
Fujitsu - key strengths in large-scale, high availability integration projects, messaging and security systems. Major provider of secure infrastructure services to the MoD - CHOTS, CASH, DII(C) and project HOME, as well as RAF CCIS, RASDA and Navystar.
EADS - the provider of integrated secure communications solutions and services; prime contractor for CORMORANT and HOURGLASS, and a key member of the Skynet 5 team.
General Dynamics - a world leading specialist in military tactical communications and deployed CIS; prime contractor for the MoD battlefield digitalisation programme (BOWMAN) and major supplier of C4ISTAR systems.
LogicaCMG - global solutions supplier; UK leader in Information Management Security; consultancy and technology services provider to the MoD, delivering part of Skynet 5 satellite communication; FC BISA prime contractor.
In addition, the ATLAS Consortium will call on key, world class capability partners to assist the delivery of DII(F); Microsoft, IBM, Cisco Systems, HP, EMC2 and Dell.
DII Mission
To deliver to UK Ministry of Defence a secure and coherent information infrastructure at minimum whole life cost whilst maintaining continuity of service.
