CHEMICAL, BIOLOGICAL, RADIOLOGICAL & NUCLEAR INFORMATION MANAGEMENT

PROVIDING TIMELY AND ACCURATE CBRN INFORMATION TO COMMANDERS AT ALL LEVELS

FACT SHEET

To minimise the impact on the tempo of operations commanders require timely and accurate information on the effect of chemical, biological, radiological and nuclear hazards on the battlespace. CBRN Information Management systems link CBRN sensors to command and control systems and databases to provide commanders with an assessment of the consequences of CBRN events.

Overview
Armed Forces require timely and accurate information on the nature of hazards posed by contamination of the battlefield as a result of chemical, biological, radiological or nuclear events. Commanders at all levels of command need to be provided with the appropriate amount of CBRN information in order to facilitate an understanding of the impact of CBRN events on an operation and to aid the decision making process.

CBRN Information Management systems focus on providing a Recognised CBRN Picture, a single identical display of relevant CBRN information which facilitates collaborative planning and the assessment of the effect of a CBRN event on operations. CBRN Information Management Systems generate the Recognised CBRN Picture by:

  • Providing an information centric database of CBRN data including facilities for information retrieval, linking CBRN sensors to command and control systems and databases.
  • Facilitating the fusion of sensor data to provide automatic alerts and inputs to hazard prediction.
  • Generating CBRN information which is dynamic by phase of operation, level in command and role and function.
  • Producing CBRN hazard templates and plume predictions overlaid on a digital map.

CBRN Information Management is not just technology. It also requires an information culture, standards, procedures, a diversity of information sources and an infrastructure.

CBRN Information Management Systems integrated with command and control systems allows the Recognised CBRN Picture to be overlaid on the Joint Operational Picture and facilities coherent CBRN situational awareness at the strategic, operational and tactical levels.

CBRN Information Management systems provide:

  • Automatic alerts of CBRN attacks and releases
  • Automated assessment of the impacts of CBRN attacks and releases and the timely provision of accurate assessments of the resulting hazards.
  • An assessment of the potential impact of CBRN attacks and releases on personnel and the environment.
  • Graphical displays of CBRN hazards
  • A historical, auditable data base of CBRN events.

Key components of CBRN Information Management systems are:

  • Fusion of sensor data to provide automatic alerts and inputs to hazard prediction.
  • Hazard Warning Templates
  • Hazard Plume predication
  • Fusion of specialist CBRN hazard predictions e.g. food, water and environmental
  • Interfaces for data input to: Metrological data; Force Orbats; Personal data; Personal individual exposure records; Geospatial databases; Environmental data; Intelligence data; Logistics data; Medical data
  • Interface for data output to the Joint, Maritime, Land and Air Operational pictures

EDS Defence can provide:

  • An assessment of CBRN Information Management architecture requirements.
  • Research into and development of data fusion protocols, dispersion models as well as warning and reporting software
  • Product Development including: Design; Development; Production of software; Provision of hardware
  • System Integration: Sensor Integration; Integration of CBRN data onto host bespoke or existing Command and Control, systems
  • Support Solutions
  • Training solutions
  • Through Life Management

Electronic Data Systems
EDS is a world leader in business and technology solutions. EDS Defence has been serving military and secure government clients for more than 30 years and is a partner to the UK Ministry of Defence (MoD) and a prime contractor on many UK MoD and NATO operational programmes including CBRN projects.

NBC BISA
EDS has developed the UK MoD's Nuclear, Biological and Chemical Battlefield Information System Application (NBC BISA) to provide an advanced automatic hazard prediction capability for all types of CBRN events using NATO ATP-45 templates in conjunction with enhanced dispersion models. The NBC BISA will be integrated with all UK command and control systems and will enable commanders to formulate effective operational responses to the presence of CBRN hazards.
