COLLATERAL AND DISSEMINATION DOMAIN

LOCAL AND DEPLOYED ACCESS TO IMAGERY INTELLIGENCE REPORTING

The CDD's electronic connectivity to key customer systems and its local application suite enable Imagery Intelligence (IMINT) tasks to be efficiently managed providing assisted report production and dissemination, underpinned by automated collateral ingest and distribution mechanisms.

CDD at JARIC
This core system has approximately 200 on-site workstations, and several additional permanently deployed workstations at remote sites in UK and abroad. CDD offers a proven capability to support remotely deployed operations even when bandwidth is limited and communications may be degraded.

CDD hosts and provides access to a number of multilevel externally visible web-sites to enable access to collateral information, to promote interoperability with command and control systems such as JOCS and RN CSS, and to offer connectivity to other highly secure Intelligence systems both in UK and in deployed operational theatres. CDD also offers messaging exchange with key customer communities within a highly secure and accredited environment.

CDD supports end to end Imagery Intelligence (IMINT) production through a comprehensive task management system that incorporates task generation and work flow management functionality, a suite of advanced report production software linked to a geospatial interface for display of data, and the facility for automatic production archiving and dissemination. CDD also incorporates data content checkers as a key element within the Human Review process that enables transfer of data within security domains.

Workstation Facilities
CDD provides its users with:

  • a wide selection of data manipulation and collaborative tools,
  • task and workflow management tools that have evolved in parallel with the JARIC business process, that have been facilitated by EDS' deep understanding and unique insight of the JARIC Operation,
  • sophisticated report production assistance in the form of the "auto production" subsystem,
  • secure labelled email,
  • access to geospatial databases integrated into the production and report process,
  • labelled web sites serving communities of differing security classifications,
  • xtensive connectivity with other communities and collateral sources.
  • Deployed Workstation Facilities

The flexible CDD workstation design was developed exceptionally quickly to meet an urgent operational need and to fulfill a pressing operational requirement for a deployed IMINT client. Deployed CDD was delivered to the operational customer in 2004 and it has performed superbly, offering high levels of availability, in support of major UK operations worldwide; often despite communications and bandwidth limitations.

The Deployed CDD workstation:

  • can operate with comms lines speeds as low as 64 kbps and up to 1500 ms round trip packet latency,
  • has all normal CDD facilities available to the user (with the exception of Auto Production support),
  • remote users find the collaborative tools (e.g. Microsoft NetMeeting) to be of particular use in discussions with analysts at JARIC,
  • enables deployment of liaison officers into theatre thus providing expert "reach-back" and "reach forward" into and out of JARIC.

Remote Workstation Facilities
The build is identical to the main-line CDD workstations. Remote clients provide their users with the full range of data manipulation, tasking and viewing services that an internal JARIC user would have at his disposal.

CDD - DEVELOPMENT & DELIVERY
Two major tranches of software and hardware were introduced at JARIC to meet the two planned main phases of CDD system development and implementation. Tranche 1 was declared operational in 2002 and the second tranche followed in February 2004. By 2007, ongoing improvements and capability enhancements have ensured that CDD remains fully operational and continues to deliver essential IMINT support to the UK Operational community.

UNDERSTANDING IMINT
The JARIC IMINT Business Process is continually evolving and CDD is developing in parallel. Automated Production of IMINT has replaced the older manual processes and CDD has been instrumental in enabling the more efficient use of JARIC resources. A sustainment programme involving selective software and hardware refreshes is currently ongoing to ensure that CDD is able to maintain its high levels of availability and assured delivery of IMINT to the Operational community now and into the immediate future. Additionally, and whenever possible, enhanced functionality and newer more modern software is being introduced at the request of the User community.
