EDS PRIMES THE ISTAR TESTBED, THE EXPERIMENTATION SERVICE FOR THE ISTAR COMMUNITY
Team ISOSCELES - ISTAR System of System Concept Evaluation and Live Experimentation Service - have delivered the ISTAR Testbed Programme since its inception in 2003. The service includes deployment of a synthetic environment comprising representative ISTAR and C2 applications and processes on a mobile experimentation infrastructure in combination with consultancy expertise to plan, execute and exploit ISTAR visualisations and experiments involving serving military players, at bespoke events or as an adjunct to large or small scale exercises.
Since the inception of the ISTAR Testbed Programme in May 2003, Team ISOSCELES, primed by EDS Defence Ltd, has provided the following capability to DEC(ISTAR):
- Support to Sponsor and User in developing best management practice in ISTAR, for example, the development of concept of operations (CONOPS) and tactics, techniques and procedures (TTP);
- A means to rehearse or assess capability improvements across the complete range of ISTAR research programmes;
- Assessment of the impact of new ISTAR assets, processes and organisations and identify capability gaps across all the Defence Lines of Development (DLOD);
- Evaluation of third party ISTAR products in support of DEC (ISTAR) plans and programmes;
- A centre of excellence for ISTAR system of systems subject matter expertise and a repository of data to support the wider research and development community;
- Co-ordination of ISTAR experimentation best practice, tools and facilities for conducting ISTAR system of systems-related experiments.
The ISTAR Testbed is delivered as a service comprising consultancy, system integration expertise and specialist experimentation/visualisation services to create an enduring synthetic environment tailored to the needs of the ISTAR community across the future defence enterprise.

In fulfilling its role as the experimentation service for the ISTAR community, the ISTAR Testbed has enabled the ISTAR community to rehearse the co-ordinated application of current and future ISTAR capabilities and hence develop more effective CONOPS and supporting architectures. It has also influenced the ISTAR Equipment Programme funding across all DLODs. One of the many key outputs is the '12 step process' which has been adopted in Joint Force and Army doctrine.
