REAL TIME MEDICAL SURVEILLANCE

RMS is a computer based system, with military and civilian applications, designed to identify outbreaks of disease more rapidly than normal, enabling treatment and other protective measures to be deployed faster and more directly to those in need.
Overview
Speed of information gathering is critical to effective medical intervention. RMS is a computer based system designed to pinpoint illness in real time and ultimately help save lives. The system combines information on signs and symptoms with knowledge of the time and location of incidents thus allowing medical personnel to identify outbreaks of disease more rapidly than normal, enabling treatment and other protective measures to be deployed faster and more directly to those in need. In addition this technology has the potential to limit the size of outbreaks of infectious diseases.
The System
RMS is designed to be operated by Armed Forces medical personnel on operations. They key in the signs and symptoms of individuals into a handheld device which is coupled to a Global Positioning System receiver. Details of the individual's symptoms together with the time and location of reporting are then transmitted to a remote central analysis computer. Novel algorithms in this central analysis computer constantly compare incoming data with pre-existing datasets in order to identify the earliest indications of disease. Any significant changes detected above the internal series of baselines trigger the software's novel alarm logic to alert medical personnel.
Benefits
RMS is an improvement over current systems as it helps pinpoint the location of diseases more accurately and allows more frequent collection of data. RMS can also conveniently collate and analyse large amounts of data remotely and because it records signs and symptoms, but does not require a diagnosis, it can be used by relatively unskilled personnel. The alarms triggered by the central analysis computer can alert experienced health professionals to assist in identifying trends in health quickly and with confidence. Data from RMS can also be integrated into medical management systems to allow long term tracking of patients.
Applications
Although initially designed to support military applications the system has potential for wider civilian use. It could be used in civilian hospitals, in GP surgeries and by public health services to help accurately identify the spread of an infection prior to it reaching epidemic proportions. The technology could also be used in major humanitarian disasters and at refugee camps to help prevent the spread of disease, or for understanding animal/crop infections.

Communications and Integration
RMS can be supplied as a stand alone system using cell phone technology to transmit data. Alternatively, the system can be integrated onto existing command and control systems and thus utilise military communications systems for the transmission of data. RMS data can be encrypted to ensure medical confidentially.
