EDS DEFENCE CONSULTING

CONSULTANCY SERVICES FOR DEFENCE AND SECURITY WORLDWIDE

Introduction
EDS Defence Consulting is proud of its 30 year track record of successfully delivering impartial and value added consultancy services supporting Capability Acquisition, Systems Integration and Operational Training worldwide.

Our primary focus continues to be value for money and best of breed support to Customers with acquisition and integration challenges in the areas of Planning, Logistics, Battlespace, ISTAR, Security and Safety, together with their supporting business functions. Our knowledge of these areas is underpinned by world leading expertise in information acquisition, exchange, assurance, integration, management and exploitation.

With 100 highly qualified consultants, industry partnerships and reach back to over 600 EDS specialists, Defence Consulting can always field the right team to meet the Customer's challenges.

In addition, our collaborative approach and partnerships with other defence contractors ensure that we can always support the full spectrum of Customer needs - from short, rapid and intense periods of specialist support through to long term relationships on larger programmes.

Provision of an End-to-End Service for Capability Acquisition
EDS can provide a full End-to-End (E2E) Service to support the procurement of complex applications and systems, ranging from the employment of Enterprise Architecture concepts to the use of facilities such as the Applications Characterisation Service (ACS) and DEEDS. ACS determines the impact that a new application will have on existing networks, in addition to supporting trouble shooting and security accreditation, whilst DEEDS (Defence Experimental and Enterprise Development Service) provides a combination of the technical infrastructures, stimulation engines, scenario generation, technical support and consultancy necessary for War Fighting Experimentation. DEEDS can be used to assist in an iterative and/or prototyping approach for developing, integrating, and testing of new applications, leading to a robust and enduring capability.

Collaboration with Industry Partners
EDS Defence Consulting is committed to providing the best value for money to its Customers. In delivering this commitment, Defence Consulting has created agile industry partnerships that offer innovation based on a foundation of modern approaches to systems engineering and best of breed knowledge and experience. These arrangements vary from working closely with major primes, such as General Dynamics, THALES and BAE SYSTEMS to small specialist companies offering unique capability.

This commitment is demonstrated by our approach to research and experimentation which has included partners such as Raytheon, QinetiQ and MARS Omega.

Our Clients Worldwide
The EDS Defence Consulting team work closely with a range of government departments in the UK and Overseas.

Defence Consulting has provided consultancy services to UK clients in Defence and Security for many years. In addition to our traditional work of supporting the MoD and Armed Forces to shape, acquire and exploit military capability, our clients now include, Her Majesty's Prison Service, the Foreign and Commonwealth Office and the Metropolitan Police Service.

Within NATO, for over 7 years we have conducted Independent Validation and Verification for the NATO ACCS Programme, providing Risk Management and supporting Project Reviews. More recently, in Europe, NATO, Scandinavia, Australia and the US our Tactical Information Exchange specialists have supported Military Customers shape and develop their Tactical Data Link (TDL) capabilities - from the development of operational concepts to specifying TDL implementation and supporting acceptance and operational evaluation.

A typical example of our consulting capability is the provision of specialist interoperability support to Exercise Bold Quest in the US - a coalition Exercise focused on Combat ID and Joint Close Air Support - involving the UK, US, Canada, France, Germany, Netherlands, Sweden, Denmark and NATO. This activity involves pre-Exercise analysis to identify interoperability shortfalls, technical and operational work-arounds and will be followed by post-Exercise analysis to demonstrate how changes to concepts, procedures and upgrade action can resolve the identified issues.

Another example is the provision of consultancy services to the Austrian MoD to support a study into the integration of AMPA and JOCS into the current and future Austrian systems. EDS is bringing to bear a decade of experience at the forefront of both mission planning and command and control arenas, and applying this to the Austrian Eurofighter acquisition. Defence Consulting is supporting the study by developing an Enterprise View of the candidate implementations proposed. The study will provide the Austrian MoD with a clear definition of the requirement, risk mitigation to future acquisitions and knowledge transfer regarding mature, 'best of breed' systems.

Defence Consulting is also playing a central role in the development of innovative logistic and management solutions for a number of Middle East clients. The role includes assisting in requirements capture, organisational transformation, capability management, customer friend, business process development and project office support. Subsequently, EDS DC will be assisting with training and delivery, supporting the client in achieving optimised value and long term benefits. These activities are being undertaken by a combination of in-country and UK based staff, linked together by world leading IT solutions to ensure efficiency and tempo.

In Malaysia Defence Consulting is supporting Exercise Suman Protector, a joint exercise being conducted by the Five Power Defence Arrangement (FPDA) member countries (UK, Australia, New Zealand, Malaysia & Singapore). This is FPDA members' largest ever command-post exercise involving up to 700 participants combining Air, Maritime and Land elements. In support of the exercise, Defence Consulting is deploying the Joint Exercise Management System (JEMS) - a secure and reliable IT infrastructure with bespoke applications, used to control and facilitate dynamic development of exercises. JEMS will be supporting up to 300 exercise participants and providing connectivity to operational systems. We are also supporting Suman Protector with a team of highly qualified and experienced system engineers who understand what the exercise planners are trying to achieve and have worked alongside the military and civilian stakeholders to design and deliver the appropriate technical solution.

Finally, Defence Consulting is spearheading UK support to EDS Defence Services Australia's reach-back programme - part of the global defence strategy now headed up by Graham Lay, former EDS Defence Client Executive. This initiative provides specialist skills and expertise across a comprehensive spectrum of common business and domain interests, including Battlespace Architects, Enterprise Architects, Modelling and Simulation and Project/Programme Management. This global "reachback/ reach-best" philosophy ensures that customers benefit from the total EDS Defence capability and that EDS achieves its goal of a global defence delivery capability.
